The labelling and packaging guidelines under CLP are very clear on this:
“The CLP label should be firmly affixed to one or more surfaces of the packaging immediately containing your substance or mixture. They should be legible horizontally when the package is set down normally.”
However, it’s generally acceptable for clp labels to be placed on the bottom of a candle glass or tin, and the reverse side of a wax melt.
