Can CLP labels be in black and white?

Section 1.2.1 of Annex I to CLP states that:

“Hazard pictograms are the shape of a square set at a point (diamond shape), and must have a black symbol on a white background with a red border”

Therefore, any CLP label that has a hazard pictogram must be printed in colour so that the red border of the pictogram is visible. The colour and presentation of your labels must allow the hazard pictogram and its background to be clearly visible. Black and white CLP labels will not be complaint in instances where a hazard pictogram is present.

If your CLP label does not require a hazard pictogram, then it is perfectly acceptable to have black and white CLP labels in this case (where there will only be text). This should be a white label with black text.
